Section Eight Management Assessment Program (SEMAP) is the system that is used by HUD to find out how the Section 8 or Housing Choice Voucher (HCV) program is doing in different categories, i.e. waiting list, payment standards, reasonable rent, annual re-exams, utility allowances and others.
