Master Plan

In 2008 BRHA contracted with EMG, a nationwide leader in real estate decision intelligence for transactions, capital planning and energy consulting services, to develop a Master Plan for our public housing inventory.

The purpose of the Master Plan is to provide “a comprehensive redevelopment / development plan for current physical assets and potential future assets of Bristol Redevelopment and Housing Authority.” The Master Plan provides a course of action for BRHA to use over the next two decades to reinvest in its current physical assets, as well as expand into other community development opportunities.

The Master Plan was developed with input from employees, public housing residents, and other community stakeholders.  A Market Study of the 2008 Bristol Housing market was also conducted.

The completed Master Plan is an extensive report that contains the following components:

  • Site-specific Asset Repositioning Plans with a 20-year Cost Projections to maintain assets, including prioritized sequence for repair items at each site.
  • Development Strategies with information regarding Financing Alternatives for project recommendations.
  • Neighborhood Investment Plan addressing neighborhood housing issues and concerns, including a recommendation for an Initial Project.
